Public personnel recruitment, appointments, transfers halted during administrative restructuring

Staff recruitment, appointments, and transfers at all levels of government, which started on March 7, will remain in place until the restructuring plan is finalised. This includes the dissolution of district-level administrative units, the merger of provincial-level units, and the reorganisation of commune-level units, all aimed at streamlining the political system’s organisational structure.

Hanoi (VNA) – The Politburo has decided to suspend staff recruitment, appointments, and transfers at all levels of government until key administrative restructuring processes are completed.

According to Conclusion No. 128-KL/TW, the suspension, which started on March 7, will remain in place until the restructuring plan is finalised. This includes the dissolution of district-level administrative units, the merger of provincial-level units, and the reorganisation of commune-level units, all aimed at streamlining the political system’s organisational structure. It also applies to the Vietnam Fatherland Front (VFF), socio-political organisations, and other public entities assigned by the Party and State.

At the provincial level, appointments to key positions—such as deputy secretaries of Party Committees, chairpersons of People’s Councils, heads of People’s Committees, and deputy chairpersons of both People’s Councils and People’s Committees in provinces and centrally-run cities—are on hold. The pause also applies to restructuring within the VFF and other Party- and State-assigned organisations.

At the district and commune levels, recruitment and appointments to leadership and management roles, as well as additions to Party committees, will be suspended until the restructuring is completed.

However, appointments for cases already under consideration by competent authorities before March 7 will proceed as planned.

The Politburo also emphasised the need for careful management within the military, police, and judicial sectors. The Central Military Commission, the Central Police Party Committee, the Party Committee of the Supreme People’s Court, and the Party Committee of the Supreme People’s Procuracy have been instructed to continue leadership appointments within these sectors, in line with the Politburo’s guidance, while considering the specific needs of each area.

The Party Central Committee’s Organisation Commission is responsible for closely monitoring the implementation of these directives. The commission will report any issues to the Politburo and the Secretariat and will provide ongoing advice as the organisational adjustments are finalised./.
